Description: JOB SUMMARY
Code/Storm-Water Compliance Specialist is for individuals who are qualified to conduct stormwater inspections for compliance with Federal, State and Local regulations. This individual must also have some familiarity with property maintenance. The position is proposed for individuals who can demonstrate, maintain, and foster positive and friendly working relationships with those contacted in the course of work. Must also be willing & able to serve and respond to callouts for unforeseen events dealing with stormwater spills. This position reports to the Chief Building Official.
 
 
ESSENTIAL JOB FUNCTIONS
 
Conducts erosion control inspections at construction sites for conformance to codes and regulations, to assess environmental conditions and to ensure compliance to plans and specifications, proper installation of erosion control, and National Pollutant Discharge Elimination System (NPDES) compliance.
 
Prepares field reports on site conditions.
 
Responds to inquiries and complaints from citizens regarding environmental violations, concerns, or general information, research flood plain information and public drainage.
 
Advises and confers with citizens, builders and contractors concerning erosion and sediment control requirements, standards and changes necessary for compliance with laws, regulations, and codes.
 
Conducts environmental screenings and samplings of storm water runoff and other potential environmental contaminants.
 
Investigates noncompliance, conducts enforcement actions, issues violation notices or citations, monitors change and ensures compliance.
 
Assists with employee training; assists with public education/awareness information and special events; attends meetings of environmental committees, agencies, and boards.
 
Organizes and maintains electronic filing systems.
 
Maintain certifications and qualifications within specialty area and stay current on updates to available certifications and training
 
Work proactively with the public and individuals throughout the city
 
Preparation of annual reports and Stormwater Management Plan (SWMP).
 
Assist and support other departments as needed
 
 
MINIMUM JOB QUALIFICATIONS
 
Explain codes and regulations to property owners, residents, and others.
Interpret, apply, and explain Federal, State, and local laws, codes, and regulations, including administrative and departmental policies and procedures.
Understand and explain occupational hazards and standard safety practices necessary in code compliance.
Respond to inquiries, complaints, and requests for service in a fair, tactful, and timely manner.
Prepare clear and concise reports, correspondence, and other written materials.
Read and interpret maps, plans, and legal descriptions.
Respond to and effectively prioritize multiple phone calls, walk-up traffic, and other requests/interruptions.
Establish, maintain, and research code compliance files and activity records.
Enter and retrieve data from a computer with sufficient speed and accuracy to perform assigned work.
Operate modern office equipment including computer equipment and software.
Organize own work, set priorities, and meet critical time deadlines.
Understand and follow oral and written instructions.
Exercise good judgment, flexibility, creativity, and sensitivity in response to changing situation’s and needs.
Use English effectively to communicate in person, over the telephone, and in writing.
Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.
 
PHYSICAL REQUIREMENTS AND WORKING CONDITIONS
 
Frequent exposure to dirt, outdoor temperatures, traffic and construction noise and dust when performing outdoor site inspections. Subject to working near moving machinery, power tools and vehicles and equipment in motion. Required to bend, stoop, kneel, walk, and work in confined spaces also wet and slippery surfaces.  Loading and unloading equipment and materials is required.  May be required to work after normal duty hours and on weekends or holidays.
 
 
QUALIFICATIONS
 
HS graduate or GED equivalent
 
Valid Class "D" Oklahoma Driver's License.
 
Must possess & maintain a driving record acceptable to the City's insurance carrier.
 
Must possess or obtain Property Maintenance and Housing Inspector Certification through the ICC or similar entity within one (1) year of hire.
 
Must possess or obtain Stormwater Certification through EPA or similar entity within one (1) year of hire.
 
 
DESIRABLE QUALIFICATIONS
College Degree
Water and or Wastewater License.
Vocational –Technical Courses in Stormwater or Code Enforcement.
Experience in building inspections, environmental codes and or storm water regulations
