Board of Park Commisioners

Created; Members; Organization.

  1. A board of park commissioners, hereinafter called the “board” is hereby created and established for the city. The board shall consist of nine members, each of whom shall be a resident of the city. There shall be at least two members of the board from each ward and they shall be appointed by the councilman who represents the ward, with the approval of the city council. There shall be three at large members of the board who shall be appointed by the mayor, with the approval of the city council. The members of the board shall serve for a term of three years. Present members of the existing board shall continue to serve until their terms have expired. Vacancies shall be filled for the unexpired term of any member whose office becomes vacant. Members of the board shall serve without compensation.
  2. The board shall select from its membership a chairman; vice-chairman, secretary and such other officers as shall be deemed necessary. The board shall adopt its own rules and regulations and keep a journal of its proceedings. All records of the board shall be kept in the office of the city clerk and shall be made available to the public for inspection. A majority of the members of the board shall be a quorum for the transaction of business. 
  3. Any member of the board may be removed by a two-thirds vote of the city council. If any member shall, without the permission of the chairman, fail to attend three consecutive regular meetings, his office shall become vacant and a successor shall be appointed for the unexpired term. 

Duties, responsibilities

The duties and responsibilities of the board shall be as follows: 

  1. Recommend policies, rules and regulations for the conduct and operation of park and recreational facilities within the city.
  2. Make recommendations to the city council with respect to the beautification and improvement of the public parks within the city, and formulate and recommend policies, rules and regulations for the use and operation of park and recreational facilities.
  3. Study and investigate methods for financing, landscaping, maintenance and improvements to the park and recreation facilities of the city, and furnish the city council with reports and recommendations with regard to such matters.
  4. Review and make recommendations on the annual operating budgets for parks and recreation as prepared by the city manager.
  5. Recommend a plan for the beautification and improvement of the city parks to the city council. Coordinate the activities and functions of the board with the activities of the city tree board.
  6. The board, when requested by the city council, shall consider, investigate, report and recommend upon any special matter or question pertaining to city parks.
  7. The members of the board shall serve as members of the city tree board.
