Mayor Clements called the meeting to order at 5:30 p.m.; then led the flag salute.

7.      Discussion, Consideration and Possible approval or disapproval of an ordinance amending Section 25-5 of the Nichols Hills City Code and the official zoning district map to include additional territory within the “PUD” Planned Unit Development District and adopting and approving the Planned United Development of Glenbrook Park in Nichols Hills (PUD-5), 1601 NW 63RD Street; repealing all ordinances or parts of ordinances in conflict; providing for severability; and declaring an emergency.  TO INCLUDE A PUBLIC HEARING.

 

Developers addressed council advising they are re-organizing and revising the PUD application, therefore, they are withdrawing their application tonight.

 

No action taken by City Council.

Council Member Goetzinger made some recommendations to fellow council members regarding future PUD applications.

 

 

8.      PUBLIC HEARING: Discussion, Consideration and Possible Action to approve Pay Estimate No. 1 for Project No. FC-1101 Ground Storage Tank Paining project in the amount of $12,600 to Blastco Texas, Inc.  To be paid out of the 2011-2012 Nichols Hills Municipal Authority CIP Fund, as approved in the 2011-2012 Budget

9.      Discussion, Consideration and Possible Action to approve Pay Estimate No. 4 for Project No. PC-0901 & WC-1003 for Dorchester Place & Camden Way project in the amount of $20,299.13, to Atlas Paving Co.  To be paid out of the 2008 and 2009 GO Bonds and other funds.

10.  Discussion, Discussion, Consideration and Possible Action to approve a resolution calling a general election to be held on April 3, 2012 for the purpose of electing a council member from Ward One of the City of Nichols Hills, Oklahoma; setting forth the qualifications for such office, the term of the office to be filled, the filing period of candidates for such office, and the manner of holding said election; providing for election procedures; directing the city clerk to cause this resolution to be published in a newspaper of general circulation in the city; directing the city clerk to notify the Oklahoma County Election Board of the date of the election and the content hereof by delivering a copy of this resolution to the secretary of said board; directing the city clerk to furnish said board a current map of the city, a copy of the city charter, as it applies to the conduct of elections, and any other information required by law or necessary for conducting said election; authorizing the closing of a precinct, partially contained within the city, in which no persons reside; and containing related provisions.

11.  Discussion, Consideration and possible action regarding utility refund for account 20906-1.

 

 

APPROVED: Moved to approve a refund in the amount of $4,159.47 by Hoffman, seconded by Goetzinger.    AYES: Clements, Hoffman, Goetzinger.

 

12.  Discussion, Consideration and possible action regarding bids on surplus Well #22.  City Manager recommends all bids be rejected.

13.  Discussion, Consideration and possible action to approve the Fire Departments request to purchase a dishwasher ($600) and bunker gear ($8,000), as approved in the FY 2011 – 2012 CIP budget.

14.  Discussion, Consideration and possible action to approve the request made by Neil Gray, ISM to begin the new Nichols Hills website design project, as approved in the FY 2011 – 2012 CIP budget.

15.  Discussion, Consideration and possible action to approve a hazardous waste collection day on April 22, 2012. Nancy Herzel will address the council.

 

 

Nancy Herzel addressed council proposing a hazardous waste collection in coordination with Earth Day on April 21, 2012. (Rather than April 21, 2012)  The estimated cost for the hazardous waste collection day would range between $10,000 & $15,000.  Nancy will encourage donations from various sources.

 

            No action taken by council.

 

  1. Discussion, Consideration and possible action to allow Planet Nichols Hills to make Earth Day 2012 occur on April 21, 2012 and to allow placement of banners at the church site and entrances to the city.

 

Nancy Herzel addressed council requesting Planet Nichols Hills Earth Day on April 21, 2012.

  1. Discussion, Consideration and possible action to approve hanging of Redbud Classic banners on poles throughout Nichols Hills, from March 28 – April 16. Patty Anthony will address the council.

 

APPROVED: Moved by Goetzinger provided the Rebud Association works with Nichols Hills Public Works Department for hanging of the banners, seconded by Hoffman.    AYES: Clements, Hoffman, Goetzinger.
