1.    Call to Order

Chairman Herzel called the meeting to order at 8:30 a.m.  

2.    Roll Call 

Acknowledgement was made by Chairman Herzel, Mary Ellen Ternes, Carlene Burger, Lucy Covington and Marty Smith were present.¬¬¬¬¬¬¬¬¬¬ Peg Malloy was absent.

3.    Approval of Minutes:  None 

4.    Discussion, Consideration and Possible Action regarding waste recycling.

Chairman Herzel advises commission members of discussion with two of the three city council members regarding the “Pay as you Throw” recycling.  Economically, this is not a good fit for our community at this time.  The group discussed the importance and need for education of ways to increase public knowledge of ways to reduce waste.  Members will work on an education flyer.

Resident Ms. Stong addressed members expressing her support of recycling.

Motion was made by Mary Ellen Ternes to table this discussion, while continuing to keep it in the back of our heads for future exploration in the future.  Marty Smith seconded the motion.
    AYES: Herzel, Burger, Ternes, Smith and Covington. 
            NAYES: None

5.    Discussion, Consideration and Possible Action regarding Grand Boulevard Redevelopment.

Chairman Herzel and City Manager David Poole provided information as to the meeting dates of the Grand Boulevard Redevelopment Committee (GBRC).  Also, included was information of the forthcoming general obligation bond election in early 2014.  The proposed new bond will have no effect on the property taxes for Nichols Hills residents.  Council proposes approximately $3 million dollars of these proposed general obligation funds will be for the improvement of the Grand Boulevard Channel and drainage issues for the Grand Boulevard Park, or basic infrastructure.    The GBRC will raise private funds for the beautification and/or amenities portion of this project.  
6.    Announcements.

Herzel expressed her appreciation to Mr. Bill Arnold for his help with the recycling table.

7.    Adjournment.

Motion was made by Carlene Burger to adjourn this meeting.  Lucy Covington seconded the motion.
    AYES: Herzel, Burger, Ternes, Smith and Covington. 
            NAYES: None
