  1. Call to Order.  Mayor Goetzinger called the meeting to order and declared a quorum present to conduct business. 
 
 
  1. Roll Call.  A roll call reflected that Mayor Goetzinger, Vice-Mayor Clements and councilmember Hoffman were present.

  1. Consent Docket – Construction
 
Discussion, consideration and possible approval of the following:
 
 
  1. Invoice for TV for Storm Sewer on Wilshire Boulevard in the amount of $900 to Urban Contractors, LLC.  To be paid out of 2011 GO Bond other funds.
 
 
  1. Pay Estimate No. 8 for Project No. PC-1101, Grand Boulevard Improvements in the amount of $156,775.95 to SAC Services.  To be paid out of 2011 GO Bonds and other funds.
 
 
  1. Pay Estimate No. 2 for Project No. PC-1302, Paving Improvements on Wilshire Boulevard in the amount of $116,134.74 to Nash Construction Co.  To be paid out of 2011 GO Bonds and other funds.
 
MOTION:  Hoffman moved to approve item 6 - Consent Docket - Construction as presented.  Clements seconded this motion.

Discussion, consideration and possible approval of the following:
 
 
  1. Authorizing Allied Arts to install 60 banners along Pennsylvania Avenue and Grand Boulevard within the City of Nichols Hills for the entire month of February 2014, or between February 3, 2014 and February 17, 2013.
 
MOTION: Clements moved to approve item 7 Consent Docket – General for the time period of February 3, 2014 through February 17, 2014 with a $100 per pole deposit for the 60 banners.  Hoffman seconded this motion.

  1. PUBLIC HEARING: Application for rezoning and Planned Unit Development of Corporate Gardens, for property at 6401 N. Pennsylvania, Nichols Hills, Oklahoma, Lots Twenty-seven (27), Twenty-eight (28), Twenty-nine (29), Thirty (30), Thirty-one (31), Thirty-two (32) and Thirty-three (33) in Block Ninety-four (94), and a part of Block Ninety-four (94) of Nichols Hills, to Oklahoma County, Oklahoma.
 
City Manager David Poole advised council members of the applicants request to continue this item until the regular meeting in January 2014, along with the unanimous vote of the Planning Commission continue until their regular meeting of January 7, 2014.  
 
MOTION:  Hoffman moved to continue the application for rezoning and Planned Unit Development of Corporate Gardens, for property at 6401 N Pennsylvania, until the regular city council meeting on January 14, 2014.   Clements seconded this motion.

  1. Request to solicit bids for annual water maintenance contract.
 
 
 
  1. Request to solicit bids for annual sewer maintenance contract.

MOTION:  Clements moved to approve agenda items 9b, 9c, 9d, and 9e.   Hoffman seconded this motion.

  1. Police Chief Richard Mask to address council to request the replacement of the yield sign at Coventry and Guilford with a stop sign, which would require the development of an ordinance.
 
 
MOTION:  Hoffman moved to direct staff to prepare an ordinance to be considered at the regular council meeting in January 2014, to place a stop sign at Coventry and Guilford.   Clements seconded this motion.

  1. Discussion of Building and Property Maintenance and possible solutions.
 
 
Mayor Goetzinger stated that unoccupied homes begin to deteriorate over the years, lending them to unfavorable conditions within the city, also known as urban blight.  During meetings with surrounding city officials from The Village, Warr Acres and Bethany, he learned they have the same concerns.
 
City Manager David Poole discussed the possible adoption of the International Property Maintenance Code.  This code would enable to City of Nichols Hills to monitor and enforce deteriorating homes.  This code sets a standard.
 
Council expressed a need for a work session following the holidays.
 
 
 
  1. Receive update regarding the Grand Boulevard Redevelopment Committee.
 
 
Peter Hoffman advised the committee did not meet in November.  Vice-Mayor Clements requested a written report for future agenda packets.

  1. Discussion, consideration and possible approval or disapproval of an ordinance amending the Nichols Hills City Code regarding contracts for office machines and equipment; repealing all conflicting ordinances or parts of ordinances; providing for severability; and declaring an emergency.
 
MOTION:  Clements moved to approve item 10 a), ordinance amending the Nichols Hills City Code regarding contracts for office machines and equipment; repealing all conflicting ordinances or parts of ordinances; providing for severability; and declaring an emergency.   Hoffman seconded this motion.
            AYE:  Clements, Goetzinger, Hoffman

  1. Consider, discuss and approve or disapprove the emergency section of the foregoing
 
MOTION:  Hoffman moved to approve the emergency section of the foregoing ordinance.   Clements seconded this motion.

  1. Adjournment.  There being no further business Clements made a motion to adjourn this meeting, which was seconded by Hoffman, which was unanimously approved.
