Minutes of the Planning Commission Meeting

May 7, 2013

1.      Call to Order.

 

Chairman Bickford called the meeting to order.

 

2.      Roll Call.

 

Acknowledgment was made by Chairman Bickford that all commission members were present, except for Lynn Pringle. 

 

3.      Citizens desiring to be heard:  No one expressed a desire to be heard.

 

4.      Minutes:   

a.      December 4, 2012

 

APPROVED: McCaleb moved to approve the December 4, 2012 minutes.  Savage seconded the motion. 

AYES: Bickford, Gilbert, McCaleb, Cohn and Savage.

NAYES:  None

 

b.      February 5, 2013

 

APPROVED: McCaleb moved to approve the amended February 5, 2013 minutes.  Gilbert seconded the motion. 

AYES: Bickford, Gilbert, McCaleb, Cohn and Savage.

NAYES:  None

 

5.      Discussion, consideration and possible action concerning uses permitted on review regarding fences.

 

City Attorney John Michael Williams updated commission members of the current status regarding “uses permitted on review” regulations (guidelines) set forth via city charter.  The draft ordinance as presented during the meeting would apply only to “E” districts to be heard before the Board of Adjustments rather than Planning Commission.  Chairman Bickford offered citizens an opportunity to speak.   Following the discussion, no action was taken.

 

6.      Discussion, consideration and possible action regarding time limits for building and remodeling homes.

 

City Manager and commission members discussed historical information of this concern within the city limits.  Following the discussion, no action was taken.

 

7.      Discussion, consideration and possible action concerning parking motor homes and trailers in Nichols Hills.

 

Attorney for the City, Shane Pate updated commissioners of current regulations and council desire to eliminate the visible parking of these parked instruments, aka vehicular units.  Commission member Cohn inquired as to the difference between this discussion and parked construction trailers.  City manager Poole, advised construction trailers are not legally allowed in the “R” districts.

 

8.      Discussion, consideration and possible action regarding front yard setbacks for new houses.

 

This agenda item was stricken from the agenda.  No action taken.

 

9.      Adjournment

 

There being no further business, Gilbert moved to adjourn the meeting.  McCaleb seconded the motion. 

AYES: Bickford, Gilbert, McCaleb, Cohn and Savage.
