Minutes of the Planning Commission Meeting

June 5, 2012

1.      Call to Order.

 

Chairman Bickford called the meeting to order.

 

2.      Roll Call.

 

Acknowledgment was made by Chairman Bickford that all commission members were present.

 

a.      Nomination and election of Chairman of Nichols Hills Planning Commission.

 

b.      Nomination and election of Chairman of Nichols Hills Planning Commission.

 

Member McCaleb made a motion to nominate and elect  Mike Bickford as Chairman and Larry Savage as Vice-Chairman of the Nichols Hills Planning Commission, motion was seconded by Pringle. AYES: Gilbert, McCaleb, Cohn, and Pringle.  NAYS:  None Abstain: Bickford and Savage

4.      Minutes:    May 01, 2012

 

 

APPROVED:  A motion was moved by Savage, to approve the minutes as revised and circulated prior to this meeting, seconded by McCaleb.  AYES: Bickford, Gilbert, McCaleb, Cohn, Savage and Pringle. NAYES:  None

 

5.      PUBLIC HEARING:  Discussion, Consideration and Possible Approval or disapproval on Case PC 2012-06-03 the application seeking a special permit application, submitted by A T & T Mobility dba New Cingular Wireless for the water tower owned by the City of Nichols Hills located at Greystone Avenue and Westminster Place.  A T & T is requesting to install all new equipment located on the water tower owned by the City of Nichols Hills.

 

 

Mark Kesner was present on behalf of the applicant to answer any questions. None of residents present expressed a desire to speak at this public hearing.

 

Motion to recommend to the Nichols Hills City Council the issuance of a special permit  was moved by McCaleb and seconded by Pringle.  AYES: Bickford, Gilbert, McCaleb, Cohn, Savage and Pringle. NAYES:  None

 

6.      PUBLIC HEARING:  Discussion, Consideration and Possible Approval or disapproval on Case PC 2012-06-01, for which the owners of 1701 West Wilshire are requesting to erect a fence in front of their home and by ordinance, can only do so by review.  This property is currently zoned E-2.

 

 

Chairman Bickford advised the applicant has withdrawn the application. 

 

 

7.      PUBLIC HEARING: Application by Glenbrook Park in Nichols Hills, LLC for approval of a preliminary plat for Glenbrook Park in Nichols Hills regarding property at 1603 NW 63rd Street, Nichols Hills, Oklahoma, in the South Half of Section Five (5) Township Twelve (12) North, Range Three (3) West of Indian Meridian, Oklahoma County, Oklahoma.

 

The public hearing was opened following the applicants presentation.  Regarding some concerns voiced by residents presented this evening, City Attorney John Michael Williams advised the wording in the written document will be agreement with the revisions of the approved PUD.  Thus, to avoid an inconsistency between the written document and the plat, it must provide for a 10 foot setback on the west side of lot 4.

 

a.      Discussion, Consideration and Possible Approval or Disapproval of the forgoing Preliminary Plat.

 

Motion to recommend approval of the preliminary plat to City Council was moved by Savage and seconded by McCaleb.  AYES: Bickford, Gilbert, McCaleb, Cohn, Savage and Pringle. NAYES:  None

 

8.      PUBLIC HEARING:  Discussion, Consideration and Possible Approval or disapproval on Case PC 2012-06-02, for which the owners of 1507 Bedford are requesting to erect a fence in front of their home and by ordinance, can only do so by review.  This property is currently zoned E-2.

 

The public hearing was opened following the applicants presentation.  Regarding some concerns voiced by residents presented this evening, applicants assured neighbors the landscaping will be updated and will presented a detailed landscaping plan to the City Manager, with his approval prior to construction of the fence.

 

 

Motion moved by McCaleb to approve the application to construct this fence, contingent owners presenting to the cm a landscaping proposal for areas outside of the fence prior to construction of fence, and meets his approval, Gilbert seconded the motion. AYES: Bickford, Gilbert, McCaleb, Cohn, Savage and Pringle. NAYES:  None

 

 

 

 

9.      PUBLIC HEARING:  Discussion, Consideration and Possible Approval or disapproval of amendments to the Nichols Hills Code regarding building setbacks on corner lots.

 

 

Motion  to continue this public hearing to the regular scheduled meeting on August 7, 2012 at 5:30 p.m. was made by McCaleb, and seconded by Savage.  AYES: Bickford, Gilbert, McCaleb, Cohn, Savage and Pringle. NAYES:  None

 

 

 

10.  Adjournment
