1. Call to Order.

Mayor Lippert called the meeting to order at 5:30 p.m.; then led the flag salute. 
 
Mayor Lippert acknowledged the presence of Mr. Michael Mallatey of Troop

2. Roll Call.

Acknowledgment was made by Mayor Lippert that he along with Vice-Mayor Clements and Councilmember Hoffman were all present.

7. PUBLIC HEARING:  1601 NW 63rd Street PUD Application. Discussion, Consideration and Possible Action on the application filed by Blackstone Commercial Property Advisors, L.C. to rezone 1601 NW 63rd Street, Nichols Hills, Oklahoma, from the “E-1” Estate District to “PUD” Planned Unit Development District and to adopt a “PUD” Planned Unit Development District and a “PUD” Planned Unit Development Master Development Plan entitled the Enclave at Glenbrook Terrace, for residential use.

Motion to Continue the Public Hearing until 5:30 p.m. Tuesday March 8, 2011 was made by Clements, seconded by Hoffman.  AYES: Lippert, Clements, Hoffman  


8. Discussion, Consideration and Possible Action to approve Change Order No. 1 in the amount of $ 10,646.40 for Project No SC-0901 to Jordan Contractors, Inc. This change order increases the original contract amount to $699,174.40.

9. Discussion, Consideration and Possible Action to approve Pay Estimate No. 4 on Project No. PC-1003 to Shell Construction, Inc. in the amount of $4,648.16. To be paid out of 2009-2010 GO Bonds and other funds.

APPROVED: Moved by Hoffman, seconded by Clements.  AYES: Lippert, Clements, Hoffman.  


10. Discussion, Consideration and Possible to approve Pay Estimate No. 9 on 2009 Sanitary Sewer Rehabilitation to Jordan Contractors, Inc. in the amount of $10,114.08. To be paid out of 2009 GO Bonds and other funds.

11. Discussion, Consideration and Possible Action to  approve Pay Estimate No. 3 on 2009 Water Improvements, Booster House Piping, Equipment & Controls to Urban Contractors, Inc. in the amount of $113,197.50. To be paid out of 2009 GO Bonds and other funds.

12. Discussion, Consideration and Possible Action to approve Pay Estimate No. 2 on 2009 Paving, Drainage and Water Improvements to Atlas Paving Company in the amount of $125,857.02. To be paid out of 2008 & 2009 GO Bonds and other funds.

13. Discussion, Consideration and Possible Action regarding Environmental Guidelines for the City of Nichols Hills, as recommended by the Environmental Health and Sustainability Commission.

14. Discussion, Consideration and Possible Action regarding educational videos to be posted on the City of Nichols Hills television station, as recommended by the Environmental Health and Sustainability Commission.

15. Discussion, Consideration and Possible Action regarding board appointments for Nichols Hills Environmental, Health and Sustainability Commission.

MOTION TO APPOINT Ms. Amy Loper was made by Clements, seconded by                       .  AYES: Lippert, Clements, Hoffman.

16. OG & E Representative Mr. Pat Lewis to speak to City Council regarding smart meters.

17. Discussion, Consideration and Possible Action to accept the Comprehensive Annual Financial Report and Accompanying Independent auditor’s report for the fiscal year ended June 30, 2010.

18. Discussion, Consideration and Possible Action regarding renewal tower lease between AT&T and the City of Nichols Hills.
