MINUTES OF A REGULAR MEETING OF THE NICHOLS HILLS CITY COUNCIL HELD TUESDAY,  MARCH 9, 2010 AT 5:30P.M.; TOWN HALL, 6407 AVONDALE DRIVE, NICHOLS HILLS, OKLAHOMA, 73116

 

MEMBERS PRESENT:         Peter Hoffman, Mayor

Mayor Hoffman called the meeting to order and declared a quorum present to conduct business.  The Mayor led the crowd in the Pledge of Allegiance.

Vice Mayor Lippert made a motion to approve Progressive Estimate No. 8 on Project no. WC-0701 to Tabcon, Inc. in the amount of $22,298.95.  To be paid out of 2008 GO Bonds and other funds.  Councilman Clements seconded the motion.

The motion to proclaim March 21st to March 27th, 2010 as Arbor Week in the City of Nichols Hills was made by Vice Mayor Lippert; seconded by Councilman Clements.

Tim Johnson, of Johnson & Associates spoke at the public hearing regarding the demolition of Kings Court Apartments.  Following the public hearing and discussion by council members, Vice Mayor Lippert made a motion, seconded by Councilman Clements  to approve the demolition permit submitted by Chesapeake Land Company for the demolition of Kings Court Apartments at 1131 NW 63rd, within the Town Center overlay District.

Vice Mayor Lippert made a motion to approve the request form Oklahoma City Memorial Marathon requesting to install banners within the Nichols Hills City Limits between April 12, 2010 and April 26, 2010.  Councilman Clements seconded the motion.

Councilman Clements made the motion to approve the Oklahoma City Memorial Marathon to travel through Nichols Hills City Limits on April 25, 2010 between 6 a.m. and noon. This motion was seconded by Vice Mayor Lippert.

Vice Mayor Lippert made the motion to deny the tort claim in the amount of $729.42 submitted by Kirk and Julie Hall for sediment/scale that clogged plumbing fixtures in their residence.  This occurred on January 11, 2010 after a city water main break on Hillcrest. This motion was seconded by Councilman Clements.

Councilman Clements made the motion to deny the tort claim in the amount of $788.95 submitted by David Howard for damage that occurred in his vehicle on February 15, 2010 when he struck a pothole located on Waverly north of Guilford. This motion was seconded by Vice Mayor Lippert.

The motion to approve the utility bill insert prepared and recommended by the EHS Commission to be included in the City of Nichols Hills Utility Bills for March 31, 2010, was made by Vice Mayor Lippert which was seconded by Councilman Clements.

Councilman Clements made the motion to table the item of Earth Day Celebration invitations as prepared and recommended by the EHS Commission. This motion was seconded by Vice Mayor Lippert.

The EHS Commissionís list of videos they requested to be aired on Channel 20 during the Earth Day Celebration was denied via a motion made by Councilman Clements seconded by Vice Mayor Lippert.

Vice Mayor Lippert made a motion to declare the 2007 Ford Crown Victoria (VIN 2FAFP71W87X107736) as surplus and to use it as a trade-in on the cityís purchase of one new police vehicle authorized in the 2009/2010 budget.  Councilman Clements seconded the motion.

Councilman Clements made a motion to approve the purchase of one new 2010 Ford Crown Victoria police vehicle as approved in the FY 2009-2010 budget, under the state contract.   Vice Mayor Lippert seconded the motion.

Vice Mayor Lippert made a motion to approve the item to declare as surplus the steel well pipe and plotter from well 2 and well 7 rehabilitations, as well as one Hewlett-Packard Design Jet 200 (Model #C3181A, Serial # ESA3982388) fixed asset # 00302.  Councilman Clements seconded the motion.

A motion to declare the list of 31 items including, but not limited to computer hardware and assorted office equipment,  provided to Charles Hooper, Public Works Director as surplus was made by Councilman Clements, and seconded by Vice Mayor Lippert.

Fire Chief, Keith Bryan provided a list of 25 items to include, but not limited to protective fire gear, assorted office equipment, assorted fire department equipment, desks and chairs was approved as surplus via a motion by Vice Mayor Lippert, and seconded by Councilman Clements.

Councilman Clements moved to accept delivery of 2009 Ford F550 4x4 Crew Cab truck with a rescue body purchased with USAI, as recommended by Fire Chief Keith Bryan.  The value of the apparatus is $123,000 at no cost to the city.  Vice Mayor Lippert seconded the motion.

Vice Mayor Lippert made a motion to approve the emergency purchase of a new ODIS server for the police department.  Councilman Clements seconded the motion.
